My cousine currently owns a C2D 2.93ghz
And soon planning to buy a Sapphire Radeon R7 250 1gb DDR5
He ain't that much of a gamer and low setting might just do fine for him.
Should he go for it or should he buy a Pentium g processor?
He also got 4 GB DDR3 RAM
450W intex PSU!

Solution
You can forget about AC unity for now (GTX 970 is suffering). Others I'm not sure but I think they would run at 720p. I'll also recommend if he could add another 4GB RAM this would help performance in modern games (get the same model he has right now in his computer)
Good Luck! Happy Gaming!

The i3 4130 is a good option.
What Core 2 Duo processor is he using exactly? If you want to upgrade to newer processors like the one I mentioned then you'll need to upgrade your motherboard too.

Ya! Actually a C2D E7200 @2.54Ghz OC to 2.93Ghz
3MB cache! I suggested him the same processor as you do but sadly his parents are not allowing him so he is forced to stick with his current old rig for now! He is a great gaming fan but rarely got time to game.
Actually he is ready to spend his pocket money just on a low end GPU for now as he just want to play the games he watch other people playing on there laptops at his college!
I mean 720 p and all at lowest setting with frames atleast 20 fps will do just fine for him.
So i thought that the following GPU may just fullfill his dream!
And bottelneck is not an issue! Atleast for him

Yes it will be...Games like Far Cry 4, Watchdogs etc require 8GB RAM.
