Building silent PC. Will mechanical HDD for storage make noise when not in use?

So, the main one will be a SSD. However, I need a regular HDD for video/music/photo storage, as SSDs have limited space. My question: Will the HDD always be on, and thus creating whatever little noise it makes at all times? Or, will it only start up when I'm writing/accessing files to/from it? I want it to be off when not accessed. I'm very much not an expert, so any advice much appreciated. Thanks.

it depends if you leave your computer running... sometimes if they are left on something may pop up or an auto update may restart your computer... otherwise no they should be quiet 98% of the time
 


 
So, as you have heard modern HDDs generate very little noise in general and it should not be bothersome in most cases. However, if you absolutely insist on absolute silence you could consider installing a mobile rack in your desktop PC. (I assume you're working with a desktop machine although you haven't given any info on this). If you do decide to go that route it probably would better serve your needs that the mobile rack is equipped with a power ON-OFF button. Unfortunately many, if most of those devices do not contain this feature. However they all can release the HDD or SSD from the rack "on the fly" so that will disengage the HDD/SSD from the machine.
