Windows 8.1 not Acknowledging 2nd hardrive

you need to initialize the hard drive in computer management. it is a windows administrative tool. you can find it from your start bar.
once you open that, go to disk management.

Maybe a screencap of your disk Management screen would help here.
When I right click in disk manager I see:New Simple Volume, New Spanned Volume, New Striped Volume, Properties, Help. Just copy and paste the link.
