HDD to SSD upgrade Windows 8.1

I have windows 8.1 installed on my WD Black and recently picked up a Samsung SSD. Is there a way to make it so the OS is on my SSD but my files stay on my HDD?

OK then.

Do a fresh install of the OS on the SSD.

Have only the SSD connected
Boot from your install media, and install
Let it run through the updates.
When all that is done, now connect the old HDD
Copy anything and everything you want off the HDD (your docs/music/movies/etc) to another location
Wipe the HDD of all partitions.
Create a couple of top level folders on the HDD - MyProgs and My Docs
Now you can install applications to whichever drive you want, and redirect your Libraries to 'MyDocs'

Install a clean version of win7 on the SSD then upgrade it to 8.1. Keep both drives plugged in to the pc and then you can install games& programs on the HDD.
---
If you ONLY want to completely use the HDD as Storage and the SSD as OS i would suggest you to get a copy of Linux Mint/Ubutu/manjaro.

The HDD is 1tb and the SSD is 128gb, i want Windows not Linux, i baught a Windows 8.1 license

Yes it can. I have a dual boot on my laptop, and have run many, many Linux + Windows systems. I have a 15 year old Dell laptop that dual boots between Windows 2000 and PuppyLinux.

Linux as an OS had nothing to do with what the OP asked.

So i need a backup drive right? Also, on creating the folders, how do i actually make the sub folders?

Ideally, yes. Copy all your personal, critical data elsewhere. Either the cloud somewhere, or another drive.
The wiping of the HDD is simply to prevent future conflicts.

It currently has the Windows OS, and a boot partition. You want to get rid of all of that. And deleting the 'Windows folder' is not nearly enough.

Clouds are slow and can be accessed by other people some time so try the shrink/expand method to use the same drive as backup drive. If the SSD can store all the HDD's data without going over 90% of usage i recommend that instead.
