Do I need a new PSU or GFX Card?

Ok, so a couple months ago (2-4) my computer shut off and wouldn't stay on for more than a couple seconds. I took it to a local computer fix-er-up-er store and they gave me a new power supply, HOWEVER, when i got my computer back it was working fine for a couple of weeks maybe a month. Then i started getting green and purple lines and then a black screen then some green checkers, just a bunch of nonsense colors and squares, right? So then I open up my computer and take a look at my graphics card making sure the fan is working and stuff ( assuming it was my graphics card that caused this) . I didn't think at all about my power supply, until about 30 minutes ago, that's why I'm posting this lol. Anyways, I was looking for graphics cards and just thought maybe my power supply isn't giving enough power. So i look at it, and it's a 500w. No, I do not know for certain, but i'm almost positive I had higher than a 500w PSU before I got it repaired, (which they put a new one in, in case I didn't mention that). So I google:
How much power does an AMD Radeon HD7850 use?
Probably a novice question to some of you, but I found a thread saying AMD recommends a 500W PSU atleast . So in my curious mind I thought, AHA, I've discovered the issue.
But before I buy the wrong thing, I wanted to make sure that I'm correct here.
Is my AMD Radeon HD7850 not working properly because it, itself, is broke?
OR
Is my AMD Radeon HD7850 not receiving enough power, and that's what is causing it to not function correctly?

Sorry for the weird story telling, but I hope you understand my issue. Please help, thanks.

I do not know the PSU brand. It only says 500 on it. Also, do you recommend any graphics cards that can run on a 500w PSU with good performance?
Another question is, should I sell this computer maybe, and build a new one?
I'm looking for the best option here.

I don't know what kind of ram, but 16GB ram
and the processor is an AMD-FX 8200 3.1 GHZ I don't know if the GHZ or the 8200 is right, but it is an AMD 8-core 3.something. Lol sorry i'm not too much of a help
