How to stop CPU throttling from 4.6ghz OC

Hey Community. I'm running an Intel i7-4790k oc'ed to 4.6ghz with Corsair H100i cooler and Antec series 9 thermal paste.

I just upgraded to a new motherboard Gigabyte Z97x gaming G1, and I came from an ASUS Maximus VII. The reason I upgraded was to run Tri SLI with the 2 extra PCI-E slots and the PLX chip on the Gigabyte motherboard. When I had the ASUS mobo in, I had the core i7 stable at 4.6ghz all the time with no throttling during times of inactivity. And if I ran a stability test or some kind of benchmark the cpu would stay at the desired frequency of 4.6ghz.

After installing the new motherboard and a fresh install of windows 8.1 with all the drivers and what not, I keep seeing my CPU throttle down to 1.2ghz and other random frequencies around that range at times of inactivity. Also when I run Aida 64 extreme stability test, the cpu is stable for around 10 seconds and then suddenly drops to 3.8ghz or sometimes even 800mhz for an instant with temps not exceeding 50c under full load. I am very confident with my work and assembly of my pc and I know my CPU cooler is on correctly and the radiator assembly is working as it should.

Bottom line is that I would like to keep my CPU running at 4.6ghz all the time and if there is a setting to STOP throttling in the BIOS please let me know.

Any input is appreciated as to help me figure what is going on.

touch your VRM heatinks while running a torture test... Are they hot? Really hot?

Sometimes the use of AIOCLCs comes with the consequence of poor airflow over those heatsinks, which can cause motherboard-induced throttling.
