Network cable limited to 10mbps?

If your Ethernet cable is not properly wired it could be an issue, most commonly 568B is used (look it up on wiki and see the color coded wire pattern), but other than that you will need to provide more information on your computer model and switches/routers on your network.
The color coding at both ends of your cable should be the same, unless you are using a crossover cable to another computer and neither has a gigabit adapter.

if the cable is wired correctly or at least wired the same on both ends then check the cable itself for the class.
Cat5 is 100MB/s but often can do gigabit speeds for short lengths.
cat5e and cat6 is gigabit.
But cat3 is 10mb/s

That depends on how the cable was made. Just because the color of the internal wiring is different means nothing, as long as the correct pins are wired together. Most cables these days are straight through (not crossover) as the connected pieces auto-sense the correct setup.
So, if it's negotiating a 10mb that's as fast as it can go. 10mb uses 4 wires (two tx, two rx), 100mb uses 4 wires, GigE uses all 8 wires. Here's a great article on it.

Just for the record, if Cat3 is terminated the same as Cat5e, it can do 100Mbp/s under 100ft. Dealing with office cabling is about a third of my job, so we have had plenty of time to experiment. Re-terminate your cable on both ends and see if that changes anything. Also, the cable itself should say on the outside if it's Cat3 or 5e.
