Cpu exceeds 100% after connecting to the Internet.

I've been having CPU problems for a few weeks now. Every time I connect to the internet and start using a web browser, connect to Steam, or even idle on the desktop screen, my CPU usage goes up to 100% and causes lots of stuttering. When i'm not connected to the Internet my CPU stays in the 10 or 20 percent range. I've already scanned my computer for viruses more than once and even re installed my browsers. I've run out of ideas, help please. :??:

It is very possible you have a virus. Anti-virus software often cannot detect a virus once it infiltrates your system. (reinstalling browsers does nothing to get rid of viruses)

If it is a virus, it is a dangerous one. It can be using your computer resources (CPU) to do malicious things to other peoples computers.
