new graphics card will not power up PC.

I have upgraded my graphics card to the new AMD msi radeon r9 270 2GB graphics card. When I installed the graphics card I cannot power up the PC. It looks like the computer turns on and the fans are spinning but there is no click sound and no display on the monitor.
The system Im running is:
Intel core i5 2500 CPU @ 3.30GHz, 8GB RAM, msi p67A C43 (B3) mothrboard and 600w PSU. Not sure why its not working. Any help would be appreciated.

The gpu is seated properly and the 6 pin connector is plugged in properly as well. I have an older GTX 550i card that was in there before. I upgraded to the Radeon r9 270 2GB. When I put the old card in it works fine but with the new card there is no display at all and no beeps but all the fans are spinning. When I open the case I can see it takes a while for the fans on the new gpu to spin, the fans will spin then stop then it will start up again and will stop, after stopping twice it will spin and will not stop. So it looks to me it could be power problem. My psu is brand new and was replaced only a few months ago (600w). Like I said with my old card I have no problems at all.
Any suggestions?
