Random PC freezes, OS often is not responding, PC restarts (blue screen), CPU spikes. (up to 50-70% for no reason)

Hello everyone, so I have this issue as the title says. I've already tried to re-install windows like 3 times, still the same thing.

OS: Windows 7 64-bit.
CPU: AMD Athlon II X4 645 (average temperature 43°C)
RAM: 8,00GB Single-Channel DDR3 @ 573MHz (7-7-7-20)
Motherboard: ASRock 970 Pro3 (CPUSocket) (average temperature 32 °C)
Graphics: 1024MB ATI AMD Radeon HD 7700 Series (ASUStek Computer Inc)

I'd say it was your voltage not being high enough for your cpu or gpu but you didn't say you were ooverclocked so, Hva eoyu cleaned it of dust in a while? Cause dust is a huge tempurature spike factor but im not sure about the os not responding. Tell me if dusting helps! xD

I had this freeze when i was doing stuff meaning it was random when it was doing it, I would really say, Reinstall Windows again and it should be fixed and i think that bluescreen might be a driver issus so reinstall Windows again, Use a USB stick with around 8gb on it and download the windows you have "iso"if you need the links let me know.
