Nvidia's website stated it ran at round 60 watts TDP, but i read an article showing it went up to 120 watts. Is the article information wrong?

TDP is different than power watts, TDP is the Thermal Design Power, that how the heat created by the GPU is rated, It is measured in watts like power, If you are looking for a PSU, Nvidea recommends a 400 watt or more power supply

Well probably about 150 watts is the absolute maximum, 120 watts is tested, but you always add a little to completely sure.

this is for reference GTX750Ti which doesn't have 6 pin on them:

For this test, we only measured the power consumption of the graphics card via the PCI-Express power connector(s) and PCI-Express bus slot. A Keithley Integra 2700 digital multimeter with 6.5-digit resolution was used for all measurements. Again, the values here only reflect the card's power consumption as measured at its DC inputs, not that of the whole system.

some of non reference 750Ti might draw more since it is up to board partner to config their own card. but i don't think the non reference can consume as much as 120w alone.
