So i have a pre good GPU and still struggle to run high end games on ultra i was wondering if it was my cpu holding me back?

Definitely. I would suggest getting an AMD FX-6300 at the very minimum. But the i5 4690K would be the best to pair with your GTX 970.

In theory that CPU is little lower powered and can hold you back. It's less than a i5 what would coop-up with that GPU nicely.

Different applications utilize the CPU and the GPU differently. You can monitor the CPU usage and GPU usage with a software like afterburner in realtime when you are playing a game. That'll give you a good idea of the situation.
