R9 280X + FX-8350 Low GPU Usage

Hello everyone!

I have the following problem in my configuration, I recently changed my phenom x6 1100t by fx-8350 to solve bottleneck problems he was having with my R9 280X, the problem was that the GPU USAGE was oscillating between 60% and 90%, but even after changing motherboard (990FXA-UD3) and processor (FX-8350) the problem continues, do not know what else to do.

What has been done:

Unpark all colors.
Disabled energy saving options in the bios (C1E, C6, AMP, Cool and quiet)
Enabled HPC MODE option.
Reinstalled Windows 8.1.
Reinstalled the game.
Updated drivers.

The point is that the GPU is low in USAGE ALL GAMES, leading to a poor performace and constant falls frames (100 to 40), do not believe this to be bottleneck problem because from what I saw the FX-8350 is more than enough to hold only one r9-280X.

Could someone help me solve my problem?

My Settings:

FX-8350 4.0GHZ
XFX R9 280X 3GB
990FXA-UD3 revision 4.0
PSU Corsair GS600
Kingston 2x4GB 1333MHz.

That's weird.The 8350 is more than capable of running with an R9 280X, like my 8320 is capable of running with m HD 7950 (R9 280 non X).
If you gained a lot of performance on the i7, then it's best to sell your current CPU and motherboard and buy an i5 instead. Any i5 from the 4460 to the 4690K will outperform the 8350 in almost every game, for a near price range.
All the games you listed above are not CPU intensive, which should run fine on your system like they did on mine (except Crysis 3 but that's a different story). For example, BF3 and Crysis 2 maxed out at 1080p on my rig runs at 60+ FPS. I haven't tested Far Cry 3 since I upgraded my CPU a year ago so it should be able to max the game out.

Try to set Anti-aliasing higher lvl it will force more GPU usage.When there is no need to more GPU usage it will stay lower.Like if you enable Vsync when u hit 60 fps GPU wont need to do 100% if he can achieve 60 fps with only 70% utilization.So try with Anti-aliasing maybe it will help but mostly it will hurt your performance.

I have a similar build and I experience this when either my in-game settings are low to achieve 60fps (maxed out gives me 99% GPU usage) and when it bottlenecks in games such as ARMA 2 and Planetside 2.

Try lowering your settings and see if you get any performance boost. If you do, then it's not a bottleneck. If you don't, then it's a clear bottleneck.

Could you tell us what resolution you game at, this usually has a lot to do with GPU load. Oh yeah and one more thing, what Mhz are you currently running your video card at? (some people have the core and memory turned down by default).

First of all thanks for all your answer, I run all my games at 1080p, when I gaming, the Mhz is always maxed(1050MHZ). A time ago, I put this video card paired with a i7 4770k and all games run very smoothly, 95 -99 GPU USAGE, could this problem due a some bottleneck? It's very odd because I think the 8350 is enough the handle the r9280x.
I'm thinking in sell my motherboard and my cpu to get a i7, at least I know that will run all my games with no problem.
if someone knows a different approach to solve this problem, just let us know.

OBS: Even set the graphics on game to low, I still not getting the performance that was supposed to get.
