So as the title says for some reason I have been only getting around 4-5 mbps on this computer. When I tested the internet speed on my other laptops they were both stating the speed I usually have which is around 10-15 mpbs. I'm curious to why this is happening and if there is any way of fixing it.

Pc Specs:
Intel Core i3-4130 3.4GHz Dual-Core Processor
Asus H81M-D PLUS Micro ATX LGA1150 Motherboard
Team Vulcan 8GB (2 x 4GB) DDR3-1600 Memory
Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive
PowerColor Radeon R9 270 2GB TurboDuo Video Card
XFX 550W 80+ Bronze Certified ATX Power Supply
TP-Link TL-WDN4800 802.11a/b/g/n PCI-Express x1 Wi-Fi Adapter

It's 2.4 ghz and I have a wireless mouse but I have the wireless adapter for that right next to the mouse. And I have only had this problem since the beginning of January. It worked fine before.

I'm not too sure what you mean by link rate but if it's the speed (ex. http://gyazo.com/e94a7f9fba34e1a38ef58720fb24868b) then its 130.0 mbps

Yes, the 130Mbit is the link rate.

Advice.. not really. If it worked in Dec, then you will have to figure out what changed. Look in the control panel "programs and features" was anything installed since then? Turn on the "view installed updates" -- again what might have changed...

Alright I'll try that and see if there is anything new.

EDIT: So i uninstalled the program that was updated before it happened, rebooted the pc but hasn't changed. No updates were installed recently either.

So I decided to try something out by moving my Router a little higher than it was usually (I only moved it a few centimeters since its just stuck between 2 thick wires that are holding it up) and my problems disappeared im getting my usual 10-15 mbps now.
