Clone SSD Optical Drive won't boot

I cloned the HDD to a SSD in the optical drive, I changed the BIOS to prioritize booting from the SSD, and every time it still boots from the HDD. I removed the HDD to test it and the computer boots from the SSD. Does anyone have any ideas on how to force the computer to boot from the optical drive.

You are talking about a laptop with a ssd bay in the optical slot? Just change it! ssd in the hdd bay and the hdd in the optical bay.
