My good computer is running games slowly?

Before I bought Battlefield 4 I was told I could play all the newest games at best settings. When playing Battlefield 4 I usually get 50fps or even sometimes 70 fps when in buildings not shooting. But my fps keeps dropping down to 30 fps or sometimes even 20 fps
(when in intensive situations in the game).

CPU: Intel Core i5 4460 3.2 GHz, 4 cores
Graphics: Sapphire AMD R9 290 TRI-X OC
RAM: 8GB Single channel DDR3
Motherboard: Hewlett-Packard 2AF7
PSU: Corsair 750 watt
Windows 8.1
At 1920 x 1080 resolution.

All the newest drivers are installed so I don't understand why my fps keeps dropping.
I also cannot overclock because my motherboard apparently does not support overclocking.

Your cpu doesnt support OC anyways, it's not the k series which means it's not unlocked. As for your fps problem, is Vsync on or off?

I don't think latency affects fps.

Also, check the power settings on your computer. If it somehow was set to balanced or power saver, it could affect the performance of your hardware. Make sure your power settings are always set to high performance.

It's on high performance and vsync sometimes helps and sometimes doesn't. Anything else that might work?

Well BF4 can be graphically taxing. Is Anti Aliasing on? That really affects performance and can dip your FPS. Have you tried other games? If other games run fine on Ultra, it may just be BF4.

I have tried Minecraft with shaders and get usually 50 fps. Turning anti aliasing helped.

So if you're doing well with other games then it's probably just BF4. Keep anti aliasing off or below 2x MSAA and you should be fine.
