ASUS Sabertooth Z87 won't power up

First post please be gentle, these are my components at the moment:

ASUS Sabertooth Z87
Intel i5- 4460
XFX 850w power supply
1TB sata HD
z1 Plus high performance case
89gb Ram

When i turn the power on the green SB_PWR light comes on but none of the case fans do and neither does any display on my monitor. I have double and triple checked all cables are plugged correctly, any help would be great thanks!

i have done all the followed but now for some reason a red CPU_led light is coming on? any ideas

Disconnect the OS drive. Fit an internal speaker (eg http://www.amazon.com/gp/product/B00BBJDNCG/ref=pd_lpo_sbs_dp_ss_1?pf_rd_p=1944687602&pf_rd_s=lpo-top-stripe-1&pf_rd_t=201&pf_rd_i=B002W4M0DW&pf_rd_m=ATVPDKIKX0DER&pf_rd_r=07WG3NZ4J9CVESFE3074) per your mobo manual. See what's wrong per http://www.computerhope.com/beep.htm and post back.

Try using Flashback for updating the BIOS. If needing instructions, post back.

i don't actually have an OS installed yet, also i have tried using an internal speaker and it feeds back nothing

I guess that the board needs a BIOS update, that's why I suggested flashing the BIOS. What are the last 4 digits on a sticker like http://www.guru3d.com/miraserver/images/2011/990fx-sabertooth/IMG_4499.jpg ?
It should be 1803 or later.

the only sticker i see the last 4 digits are 1405

i cant update anything or change anything because nothing is coming on display, still no case fans working and nothing on the monitor, the only thing that has changed is that this little red cpu_led is coming on now

With Flashback you can.
Download the latest version from http://www.asus.com/Motherboards/SABERTOOTH_Z87/HelpDesk_Download/
Unzip and rename the SABERTOOTH-Z87-ASUS-2103.CAP to Z87ST.CAP
Save it on a FAT 32 formatted USB drive.
Connect the drive to the Flashback USB port (the one near the gray 3.5mm audio port - check the manual if not sure about its location).
Don't start the board, just make sure that the 24 pin power cable is connected.
Press the flashback button for 3 seconds.
Wait until the led stops flashing.

ive done as you said and downloaded the latest file and renamed it, although another file came with it called 'Bios_updater_for_4th_gen' do i need this on the usb also?
