Why am i getting frame drops?

First off, I'm going to say that I am new to this pc universe. I'm curious about this pc, someone said that it could run games on ultra and play upcoming games that are coming out. Metro 2033 was one of the games he said, but i couldn't even run on the lowest settings without constant lag spikes and frame drop. My question is, do you know how to fix this problem? I not sure what it could be. I'm pretty sure i downloaded all the necessary drivers but I don't know what i am missing.

MOBO: ASRock Z97 PRO4 ATX LGA1150 Motherboard
Graphics card: Sapphire Radeon R9 280X 3GB Dual-X Video Card
RAM: Kingston Fury Red Series 8GB (2 x 4GB) DDR3-1866 Memory
Storage: Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive
Power Supply: Corsair Builder 600W 80+ Bronze Certified ATX Power Supply

You'll also need to turn off "advanced" DoF as well.

And while your system is pretty good, it won't play many of the most demanding games at max settings.

Also, Metro 2033 does have a zone or 2 with some awful problems, that no matter what you do, you just get lag. This happens in the library.
