It isn't being taken from the 16GB. 2GB is on the card itself. There is no way to increase/decrease. Want more GPU memory, buy a newer GPU. Most newer cards are coming with 3-8GB ram.
Are you sure it isn't talking about the 2GB that belongs to the GPU?
Because the 2GB of VRAM for the GPU cannot be increased or decreased using your motherboard's RAM.
