Can I increase/Decrease my total video memory?

I have 16 GB of ram and a GTX 760 and it says 2GB of ram is being used to add to my cards VRAM. How do I increase/Decrease this?

That's adding the shared amount. It's not taking it from ram. That shared amount can still be used as system ram. You can't change it.

It isn't being taken from the 16GB. 2GB is on the card itself. There is no way to increase/decrease. Want more GPU memory, buy a newer GPU. Most newer cards are coming with 3-8GB ram.
