I would not do that unless overclocking and you always need the power, because your Processor will boost up when it needs it, but this will probably generate quite a bit more hat, especially if it is pumping up the voltage as well.

As long as it's properly cooled there shouldn't be an issue. But why would you want to do it? There probably wouldn't be any benefit unless you're trying to figure out solutions for overclock stability.
