you should have no problems maxing out arma 3 with your setup, only problem could be your cpu clock speed(you may need to overclock it to something like 4.0-4.4 ghz , heard of people having trouble with the game on haswell e for some reason, the game probably prefers higher clock speeds) though for gaming i7 4790k is a better option in my opinion

fx chips have far lower per core performance, games mostly depend on the main thread being strong here are cpu benchmarks for arma 3

as you can see every amd chip is below intel, rather than fx 8350 go for i5 4690k and z97 board it will cost you about the same
