1. I basically use the workstation in Linux. I like the build of the Inspiron 530 cabinet, and am willing to spend money to replace the motherboard in this micro ATX cabinet, add memory chips (16GB or more) and install a 4th generation i7 processor... The current power supply is only 300 Watts, so I could put in a Corsair PSU if so required... Yes, you may say that I should just buy another CPU box ... I am not interested in that answer.
2. the components I had looked in to are:
- Foxconn H77MXV-D Motherboard, Foxconn AHD1S-V Motherboard and ASUS P6T WS Professional
and Gigabyte GA-B75M-D3V LGA 1155 Intel B75 Sata 6Gb/S USB 3.0 Micro Atx Intel Motherboard
- Corsair Vengeance - 8GB DDR3 RAM
- Intel 4th Gen Core i7-4770 Desktop Processors
- Intel® CoreTM i7-4790K Unlocked 4.0 GHz Quad Core LGA1150 Socket Processor (8M Cache, up to 4.40 …
- Corsair PSU, but most were ATX ... some entries in this blog say that they might fit a micro ATX cabinet

Yes, it probably will fit a mATX motherboard, but you could use a rule to measure the currect motherboard dimension and compare to the other motherboards you want.

The ASUS P6T WS Professional has a socket 1366 and it is only compatible with Intel Core i7 9xx series (1st generation).
The Foxconn H77MXV-D has LGA1155 and it not compatible with Core i7 Extreme Edition family (they need socket LGA2011).
The Foxconn AHD1S-V is for AMD processors.
The Gigabyte GA-B75M-D3V has LGA1155, just like Foxconn H77MXV-D. LGA1155 is for Intel Core i family 3rd generation.

You really want a Core i7 Extreme Edition or Core i7 4th generaton (maybe unlocked family for overclock) is fine for you?

Edited~~~

It looks like the ASUS Rampage IV Gene is the only mATX with socket LGA2011 for Intel Core i7. (http://pcpartpicker.com/parts/motherboard/#m=8,15&s=21,20021,28&f=7)

Micro ATX is not the ideal for this kind of CPU, because it is hard to spread and dissipate the heat. The best you can do is buy another case and take the parts (HDD, DVD drive, cooler) from the inspirion 530 and put in a new one.
