Is windows 8.1 pro student just the same as windows 8.1 or is their anything different. I am just wondering as i am a student and i am building a computer so it am trying to find the cheapest windows 8.1

So... Nothing different just cheaper for students. And do I need another windows or can i install this onto a pc with no OS

You should be able to install it on a new PC. You may have to use an existing PC to download and create your install media.
And be sure you do that from a PC of similar bit level as what you want to end up with, 32bit or 64bit.
