Windows 7 (64-bit) in game lag not related to FPS nor PING

Problem

Hi guys, I've started experiencing a sort of lag when playing games (League of legends), I've never encountered this problem before, and I've been playing the game on the exact pc for over 2 years. My fps are capped at 60 and my ping is 50 (normal ping for my area). The lag starts both in the situations with a high amount of information (like teamfights) and in the situations when not alot is happening. Both sound and video effects are off time and suddenly get back or track after a couple of seconds. No new updates have been installed when the problem occured, nor did watching streams become laggy.


Couple of things I've tried so far

1. Updated my video card drivers
2. Updated my bios
3. Reduced in-game quality, shadows..
4.Ran a theral check with my antivirus
5. Installed all windows updates
6. Changed my power options to high performance

OS : Windows 7 Professional 64-bit
CPU: AMD Pheonom(tm) II X4 960T Processor 3.00 GHz
RAM: 4,00 GB DDR3 Dual channel
GPU: AMD Radeon HD 6700 Series
Motherboard: GA-780T-D3L

seems like the problem is in memory usage but I don't understand how can 3.2 gb be used, compared it to a friend's pc and with the same apps running it uses 2.4 gb

I may be wrong but there is a software called GigaTweaker. You have in that software an option to clean the memory from unusable software. Try that, but remember do a restore point/registry backup before everything. Also disable unused software from msconfig>startup
