Nice build!
The case comes with 1 fan, the exhaust. For a good airflow you should get at least 1 fan for the front bottom, that should be enough.
Everything on your build is good, except the 1333 ram, which should be 1600 or higher. I would also recommend the FX6300, it has 2 more cores and overclocks easy to higher frequency. I also recommend this gaming motherboard which has received good reviews. Also a 280x which will perform better than a 270x, and a slightly cheaper psu.

If the 50 dollars over budget is too much you can consider getting a cheaper videocard R9 280 or R9 270x to stay within budget. You can also save some on this build by using the stock cooler and not buying the EVO, though it is not recommended to overclock with the stock cooler.
 


Looks very nice. I would only lose the 4 sticks of 2gb ram and get just a pair of 2 sticks of 4gb. It is cheaper and you will be able to upgrade in the future without having to replace any ram, since the motherboard only has space for 4 sticks total.

Also, I now realise you would be better off with a bit heavier psu, since you now don't have much room to overclock if you want. For the same price you can get this psu which is also of good quality:

Other than that it is a nice build which should perform very well.
