my pc specs are as follows

erebus gt case with triple fan liquid cooler for cpu.
mobo gigabyte 990fxa ud3 rev. 3.0
amd fx 8350 oc'd 4.4 ghz
nzxt hale 1000 watt psu
16 gigs 1600mhz ram
amd sapphire 280x tri fx @1000 mhz gpu 1400 mem clock
amd xfx 7970 non ghz edition @ 1000 mhz 1400 mem clock
gigabyte wireless card in bottom pci slot.
280x card is hooked up to pci express x16_1 slot 7970 is hooked up to x16 pci express x16_2 slot

My pc runs stable with good temps so that is no issue. I run gpu Z and it shows the 7970 running at pci express x16 running at x4 speeds nothing I can do changes this. I'm getting worse performance in some games running crossfire that should run a lot better. Any suggestions?

edit. I am in fact a moron when I switched out cards I overlooked which slot was the time X16 I should have better airflow now as well. Thank you very much

I just looked at the motherboard and there are 2 16x slots,, you have one plugged into a 4x pcie slot, the one under it is the other 16x slot, not sure if you have it in the right one but worth a check

Thanks again man sometime the answer is simple and I just overcomplicated it. Card is running over 10 degrees cooler now.

lol it happens, the slows are not color coordinated so it makes it hard and that darn writing identifying the slots is so darn small, how ever most companies (not all) align the two main sli\ crossfire slots to leave a space in between the video cards for air flow so they don't starve of air and over heat.
