I need help building a custom PC for a friend

Hello I was wonder if anyone could help my friend build a custom PC, he has a Cooler Master CM 690 III compatible with an Micro ATX / ATX motherboards. He wants to build a PC for gaming and WoW and he has a 700$ budget, he doesn't need an OS or a optical drive since I will help him with that. If possible try to use as much as the budget. very good build with quality parts and plenty of upgrade room. add in a cpu cooler for a good oc and it just broke $700. could tweak it a bit to get it under if need be with a cheaper mobo if you have to. or if you have a cpu cooler already that would save the $30 for the cooler.

by avoiding the unlocked cpu, ykki was able to get better gpu. you can see two solid ways to go depending on whether or not you wish to oc the system. though i would get the same psu i chose for the 290 as it is very power hungry. $2 more gets some nice wiggle room for that gpu's power needs. :D
