New PC Build Boot Device Issue

Hi Guys,

I recently built my very first PC and everything went perfectly until I hit the power button for the first time. I always end up at a black screen with a message that says "Reboot and select proper boot device or insert boot media in selected boot device and press any key". I went into the BIOS to ensure that the optical drive was the primary boot device since I am trying to install Windows 8.1 OS from a disc, but I still end up at the same black screen with the reboot message. Also, a red LED on the motherboard remains lit, after checking the manual I found that the LED is a "BOOT_DEVICE_LED". I've checked and rechecked all cable connections. Also, There is no POST beep even though the speaker is installed.

Motherboard: Asus M5A99FX Pro R2.0
CPU: AMD FX-8350 Black Edition
Ram: 2 x 8 Gb
Video Card: Sapphire Dual-x 100314-4L Radeon HD 6970
HDD: Western Digital WD Blue WD10EZEX 1TB
SSD: OCZ ARC-100 240GB

The BOOT_DEVICE_LED sometimes light up on first boot for Asus motherboards so don't worry about that right now.

1) Did you hear the optical drive spinning up at all? If it is,
2) Is your Windows 8.1 installation CD a legitimate copy from Microsoft? If it is,
3) Are all the storage devices and optical drive being recognized in the BIOS? Make sure the SATA controller is enabled
