How to use Anti-static Wrist? (my outlet has 2-conductors only)

I know this question has been asked a lot, but I always hear some people saying its ok to use it without PSU plugged in and some say you should leave it plugged, im confused !? should i or shouldn't i?
And my power has only 2 conductors, so what should i do? My outlet doesn't have any ground

(this was the closest forum for my Topic ! sorry if it's in the wrong forums)

If your outlet doesn't have a ground, the easiest approach would be to build your computer in some place that has a ground. Surely there must be atleast one power socket in your home that is grounded. Once you find one, plug your computer into that socket and turn off the power switch on the back of your PSU, then attach the wrist band to the metal of the case.
