CD Drive not working when HDD plugged in

I just wired in a new PSU (corsair 600m). admittedly I had no idea what I was doing, never done it, didn't read instructions, but I had to do it to install my new XFX R9 270DD. Also wired in are my strip lights, 2 led fans, 3tb WD Green, 1 tb WD blue and a Hitachi CD-drive. When I plug my CD drive in, the computer won't pick it up unless I turn off, unplug my 3tb HDD and boot back up. What gives? I'm pretty sure the wiring all went back in exactly as it came out, with the exception of needing to have my GPU attached to the PSU (my old one plugged directly into the x16 slot and that was it)

Any idea what could be wrong?
 
It is a modular PSU so you may not have pushed it into the PSU cable's slot. Or you can try plugging the 3tb's sata connector to the CD-Drive and the CD-Drive sata connector to the 3tb HDD just to see if its not cable fault. Does it even turn on? I mean the CD-Drive. Do you see any led lights blinking? If so, it must be SATA cable fault. Dunno. Try all i said.

It doesn't turn on. But when I'm booting I get "No device detected" before my OS loads - all though it still loads fine. Just with no CD-Drive. I've tried different sata cables, and I've tried the power from the HDD in the CD-Drive, but the thing is, if my CD-Drive is plugged in, and then I plug in my HDD, the HDD isn't recognized. It's kind of like there's not enough power? But I just got a PSU that was a million times better than my old one so I don't understand.

If my power cable wasn't pushed into the psu (there is a clip to keep it securely in anyway) then nothing would run as it's 3 power connectors on 1 cable. Surely, anyway.
