Most Powerful Gaming PC for ~$1200?

The following paragraph is outdated, and I updated my requirements below.
For about a year now I have been doing research on building myself a gaming computer that can play games like BF4 at 2560x1440 on Ultra above 45 fps. What is the most powerful build I can get for about $1200 that can achieve this? Can you get a build that powerful even cheaper? If so, what monitors would you guys recommend? I can push the budget to $1300, although I would prefer not to. I am planning to buy around Easter. If overclocking would save money, I will do it. Thanks in advance.

The PC should be less than $1300, and be capable of handling fully modded Skyrim on a 2560x1440 monitor at reasonable frame rates. I have read that two GTX 970s could handle this (relatively) easy. I have read of $700 builds running the game (while fully modded at max settings) at 1920x1080, so it seems likely that this price range could handle it. If this is not reasonable, please let me know. If there is a cheaper build capable of doing this, also let me know. Once again, thanks in advance.

I already have my peripherals, minus the monitor, which I don't want included. I have Windows 8.1 already bought.

Sorry for the late response, I have been travelling lately and this has been the last thing on my mind.
