RAM CAS/Speed Question

Hello guys/ladies, I was looking at RAM, and I found two of them that were in my interest, but I noticed something called the "CAS Latency" and I wanted to know which one was a better pick

. And how much of a difference would I notice?

CL11 seems a bit high for 2133MHz RAM, my 2400MHz HyperX Beast is CL11, CL9 is good for 1866MHz RAM though. I'm no expert by any means but at a guess they would perform very similarly.

CAS Latency is the amount of clock ticks it takes for requested memory to become available. The amount of time in nanoseconds is calculated: CL/memclock(GHz)

CL11/2.133: 5.157ns
CL9/1.866: 4.823ns

The 1866/9 Ripjaws can normally run 2133 at CL10 - so yes the 1866/9 sticks are the better choice
