CAS Latency is the amount of clock ticks it takes for requested memory to become available. The amount of time in nanoseconds is calculated: CL/memclock(GHz)

CL11/2.133: 5.157ns
CL9/1.866: 4.823ns

So basically the 1866MHz one would work more better, right?
