PSU Fan not working - EVGA 500W Power Supply

I have a EVGA 500W Power Supply.

I have built a PC and it is fully functional. However, the fan for the power supply has never turned on. It is quite hot and on high-demanding games the power cuts out immediately.

It does not reboot, the power is cut. I have to wait a while and restart the power before the computer will boot again.

During this time there is often a strong burning / eggy like smell.

I have also been experiencing problems with USB ports and my microphone slot, they cut out frequently.

What is the issue with my computer? Is it the power supply fan or the motherboard?
 
Seems like either the PSU fan is faulty, or the fan controller is faulty, or maybe both.

Most likely the PSU is shutting down due to overheating since the PSU fan does not rotate when the PSU gets hot.

Unlikely to be a motherboard issue (as well), but to be sure, try another known working PSU (at hand or borrow one). If there are no further issues then the original PSU is faulty (overheating). If by chance the issues continue with the test PSU installed, then there may a problem with the motherboard.

How long have you had this PSU? Is it still under warrenty?

The PSU overheating like this means that there is definitely a problem with it, your PSU fans run independently and require no input from your computer so your motherboard shouldn't be responsible for the fan not running. I'd stop using that power supply straight away to prevent damage to your system if it dies and look for a replacement ASAP.
