I want a cpu cooler for a i7 4790k that is dead silent. I would like to overclock but silence is more important. budget $150

What is the quietest cooler currently available?

Both are good. Just pick the one that looks most appealing to you. These are my favorites. I own the u14s and it is dead silent and keeps my temps low. You could try passive cooling but that would limit you're overclocking capabilities.

Are you taking passive coolers into consideration? Because there are a handful of those that can cope with the heat of a 4790k at stock settings, but probably not when overclocking unless you have good airflow in the case. There's the Zalman FX100, Thermalright HR22, NoFan CR95c. The NoFan is probably more what you're looking for, but it's also very close to your budget ($130).
