Canadian PC build for 700 with OS(including HST tax)

I can't really stretch the budget past 700 mainly because the HST tax will add 90 dollars to whatever build i make so im wondering if someone who knows PC stuff way more than i do can build a machine so i dont go over budget that is a soldi build.

I dont need keyboard/mouse/monitor just a PC machine good enough to stream games and play future ones like the witcher 3 (& use dual monitors if possible)

This was the best I could do. The i3 would bottle neck the CPU, causing you to get less performance.

do you have a canadian version of that i notice its all US stores
