USB and ATI I/O PCI bus Issues with Asus M5A99X Evo R2.0

I am re-editing this post to make it easier to read.Hopefully, I'll get an answer this time.


I am having USB issues with this board. Here are the system specs:

Asus M5A99X EVO R2.0
AMD FX 4350 Quad-Core processor
8 gig Patriot RAM
MSI nVidia GTX 650
WD 1 TB HDD
Antec 750w ps
Win 7 Home Premium 64 bit

The USB loses power on one of my devices. a Sidewinder Force Feeback 2 joystick. I lose the centering force intermittently in IL2 1946. Sometimes the stick works just fine, other times it will lose the force at the beginning of the game, and sometimes even partway though a mission. This stick does work with Windows 7, because it worked great before I had to do a reinstall of my OS. I tried the stick on my son's Windows 8 computer, and it worked just fine, no issues, so I know the stick is ok.

I've done every update I can think of, from the chipset drivers to the USB 3 Asmedia drivers. No change in behavior. The one area that I have not updated are the stock USB drivers, which I am not sure where I can get them, except from the original disk. I found the error listed in the title when I was looking at the device manager. In the Resources tab for the ATI I/O Communications Processor PCI Bus, it says the device isn't using any resources because it has a problem. What problem? Does this control the USB, and how would it cause these issues? I tried updating the driver, but it says I already have the latest one available. If I knew where to get a new driver, I would reinstall it, but I don't.

I know the USB still has some power, because the light always stays on. It does not matter which port I connect it to, it does the same thing. I did notice that on some of the USB hubs, some are set to full speed, and some to high speed. I don't know if this makes a difference or not, and I don't see a way in the BIOS to keep it at high speed.

Does anyone have a solution to this problem? It is getting very old. I don't want to have to reformat again...just did this a few months ago.

No, nothing was connected except for the wireless mouse and keyboard. After the install, I had some issues with the X52 throttle working correctly (don't remember the exact issue, but I think it had something to do with getting the profiler to work). I do remember making a comment to one of my squadmates that, while the X52 seemed to be pretty fussy about which USB port it was plugged into, the stick would work on any port. It was working fine at that time. Guess I spoke too soon.
