I just installed a new cpu (I5 4690k) and did an OC on this, now running 4,6 GHz but my windows 8 task manager is showing that my clock speed is on 0,8 GHz.
anyone else got this problem? and is there a fix for it?

Task manager usually doesn't show the overclocked frequency when the CPU is loaded, for some reason it only shows the stock speed. I know because I have overclocked my 4770k and the task manager only shows the stock speed, even though other programs show the actual speed it is running at.

In addition, whether or not your CPU is overclocked, if it is not very busy or not running demanding tasks, it will power down to a much lower clock speed in order to save power. So if you're not demanding a lot of your CPU, such that task manager shows it running at, say, 25% of all the cores/threads, then yeah, the actual clock speed will be much slower than the maximum or stock speed.

So if your system is idling, it certainly won't be running at 4.6 GHz. Why on earth would it? It has nothing to do!

I was having the same problem on the same chip.

Mine is in an asus pro wifi ac board. Here's the part picker list, complete with fap-worthy setup pics: partpicker.com/b/b9BPxr

I have a turbo profile I usually run at 4.8ghz, and away mode supposedly brings me to 3.7ghz. Problem is, task manager and logitech arx control always showed cpu spinning @ .8ghz aka 800mhz sometimes 801mhz.

I did everything I could, disabling intel speedstep in the bios, setting windows power plan up for max performance, etc etc, and still had the same issue.

The problem with this, is certain games/programs won't even run if they sense low cpu cycles.

I can't get siege beta to run :(

So I was literally about to uninstall asus cpu turbo tool and see if that helped, when I realized it had a setting called "configured max cpu power" enabled. In the description it tells me that it uses power supply reduction to cpu to conserve power. I disabled that, which forces a restart, and now task manager reads proper cpu cycling.

And now rainbow 6 siege beta runs great!

Hope this post helped someone.

Have a great day, and hail gaben. -DeputyDanTV
