Newly built computer isn't detecting my secondary hard drive when plugged in via SATA

I recently built a new computer using a 64GB Solid Slate Drive as the boot drive. The SSD words perfectly fine and boots amazingly fast. However, when Windows has loaded, it doesn't detect my secondary 2TB hard drive. I attempted to go into the Disk Manager to allocate space to it and assign it a drive letter (C:/E:/Etc.) however it wasn't registered. I opened the case and checked the connections, making sure everything was connected properly. It was so I took out the HDD and plugged it into the SATA dock on the top of the case. It will then be registered as an unallocated hard drive, but when I attempt to allocate it, it fails to format. On attempts to format smaller partitions, say... 484 gigabytes instead of the full 2TB, it still fails to format and become operational. I've tried everything I can think of to get this working. So I am left with two problems.

1. The Hard Drive (And my other Laptop HDD I put into it) won't show up on disk management, but WILL be detected in the BIOS.

2. When plugged into the SATA dock, the HDD is detected but unable to be formatted or be used.

Yes, it is. I couldn't get it to work with my new desktop so I had to plug it into my laptop via SATA to USB adapter. This way I could correctly format and allocate the space onto the hard drive so the desktop would recognize it. That seemed to work.
