will i get 60fps on a i3 4130 with 4gb ddr3 1600 and a 500 watt psu which graphic cards would work better with my system for bf3 60 fps

You definitely want to get the R7 250X, since it is essentially the updated version of the 7770.

What resolution and graphical settings are you going to be playing BF3? To achieve 60 FPS with an i3 4130 and an R7 250X, you're going to have to tone down a lot of settings.

Also, what's the exact make and model of the PSU? If you don't know or can't find out, please take a picture of the following label on the PSU and post it here:

i want to play on 720p on medium and the psu is a CIT GOLD 500w fully wired

I don't trust that thing for the GPU you want to get. It only provides 16A on the 12V rail, and I don't think that is conducive for running the R7 250X. If I was in your position, I'd definitely upgrade my PSU.

Judging by these reviews, you should be able to achieve 60 FPS at those settings:
