While running any game (in this case running Prime95) my CPU pulses almost like a heart monitor. While running Prime95 the CPU stays at a steady 98-100% usage then out of nowhere it drops down to 40% every time (picture below). I have my CPU overclocked to 4.03GHz, up to date BIOS, all drivers installed, no CPU overheating issues (average 70F-80F), and brand new RAM. I am honestly stumped on this one.

ASRock 970 Extreme4 Motherboard with BIOS version 2.6
AMD FX 8320 Eight-Core-Processor (3.5GHz)
Cooler Master RL-S120M Liquid Cooler
16GB (2x8GB) GSKILL Sniper Series RAM
Windows 8.1 Pro
