I'm posting this on the behalf of a friend.
At the moment he wants to build a Cheap PC to record Xbox Gaming Videos at 720p on High Settings using the Elgato Game Capture HD (not the new one).

Now, I want to know the power supply that comes with the case has enough wattage (400W) to run this PC and if it is a decent PSU. I've heard that some power supplies that come with cases are complete rubbish.

In the build I didn't list that I was using Windows 8.1 Pro (x64)
Later on he might install an R9 270 or a 270X in it.

Yes. PSU's that come with cases are usually of low quality. Strongly advise replacing that PSU with a better quality one such as -

Antec HCG-520
Antec HCG-520M
Antec HCG-620
SeaSonic G450
Antec HCG-620M
SeaSonic G550


The memory should be increased to around 8 GB if possible in dual channel configuration (2 x 4 GB kit) for maximum memory bandwidth.

Suggested DIMM's @ 1600 -

Or, 2 x 2 GB DIMM's for 4 GB dual channel configuration @ 1600 -

well if you plan on getting an APU and then later adding a GPU, you should consider two that are compatible to run crossfire together (such as a10-7850k + r7 250). in any case, the PSU will probably be good enough for just the APU but i would upgrade it at the same time as the video card. a concern i have is the choice in memory. you have 4GB DDR3-1333 selected when APUs function much better at higher speeds, you can get a stick rated for 1600 for cheaper actually.

odd... all the vendors list it as 1600 and pcpartpicker lists 1333. either way there are cheaper sticks out there, but this pc shouldn't be very demanding for just video capture though. your main concern should actually be the storage device(s). maybe even consider a cheap and small SSD just big enough for OS and utilities.

I would avoid MSI for an FM2/+ build. They have an unusually stripped down BIOS on these boards, and have a history of running CPU's "hot" (too much voltage).

Any PSU that comes in a cougar case is going to be pretty awful quality. Cougar is a division of HEC, a PSU/Case manufacture known for making mostly mediocre or worse quality PSUs, but then when that isn't "cheap enough" cougar turns to some of the worst chinese dirt floor operations imaginable. I would expect raidmax (andyson) quality or worse from the PSU in a budget cougar case...

As far as budget cases go, cougar isn't terrible, they are a bit flimsy but they will work when pinching pennies. Just buy the case "bare" and install a nice PSU.
