Can Gateway DX4860-UR28 Desktop handle Gtx 750 ti SC upgrade?

No, it probably won't work. That unit has an OEM 300w power supply, which is terrible to start with, plus the 750TI needs a minimum 400w PSU and on most models, a 6pin PCIe connector which your stock PSU is unlikely to have unless you already have had a GPU needing an external power source installed along with an upgraded PSU.

Secondly, it's a micro tower unit, so full height cards may or may not work in the case due to clearance issues. Your best bet would likely be to upgrade the PSU and find a half height GPU or verify the dimensions of your case as compared to the 750TI model you are looking at buying.

You also need to know that your motherboard has a PCIe x16 slot.
