Far Cry 4 Low fps with HD 7950

Specs:
HD 7950 3 GB VRAM
4 GB RAM
FX 6300 oc 4.0 Ghz
And the problem is that in the wilderness I get around 50-60 fps on Ultra with SMAA but when I reach the first town after the prologue I get around 20-25 fps on Ultra and around the same even if I drop the settings to High.
This is pretty much unplayable, what could possibly be causing this?
The ram perhaps?

What resolution are you playing in?


A 7950 is not enough for ultra in 1080p.


Your settings need to be mostly medium/high


If you have 64bit windows 8gb ram would be good.


Do you have the newest drivers from the amd website?

Actually, it is good enough for Ultra with SMAA because according to the benchmarks the R9 270X(an inferior card) gets around 40 fps on average
I have Windows 7 64 bit, 4 GB ram only unfortunately
