I personally have tried a GT 610 for giggles on my brother's computer before we upgraded it and no, it will not work. It runs okay-ish on a GTX650, but still not very good.

Yes you can! I play GTA IV and GTA V with a Core 2 Duo E6550 @2.33 GHz and GT 710.
For GTA IV, 18-25 fps at max settings.
You too can do that, maybe you need to lower the settings.
