Yes it wil be fine. The R7 250 is low power gpu, rated at 65 watts and doesn't need an pci express power connector. Yu could probably go with a psu of even 300 watts with your system.

Yes, the psu can handle that. The psu can feed 22 ampere on the 12 volt line, HD 7770 requires 18 ampere. The R7 250x is a rebranded and overclocked version of the HD 7770.
