Can't load Windows 8.1 disk to install OS onto hard drive on newly built PC

Hello. I am making this post on behalf of a friend of mine who is experiencing trouble with a PC they have just built. They have successfully built their PC and everything seems to be working fine, however they can't get the PC to load the Windows 8.1 installation disk. They have gotten it load once and entered the product key but it couldn't detect the hard drive to they shut down the system to have a look, this has been fixed as the bios now detects the hard drive. Now that they have gotten the hard drive to work they can't get the disk to load again, they keep getting the following message "Reboot and select proper boot device or insert boot media in selected boot device and press a key". They have the disk in but pressing any key brings up this message again, even rebooting the machine with the disk in and taking it out and putting it back in does nothing. They are certain the disk drive is connected properly as the BIOS detects it and they have set the disk drive as the first device to try and boot from.

Anyone have any suggestion?

They have done that but still getting the message  "Reboot and select proper boot device or insert boot media in selected boot device and press a key"

The hard drive is detected and I'm going to ask my friend about the secure boot
