Internet too slow to even use. (Centurylink)

I've called centurylink a good 12 times and they aren't a help at all. I already have shitty speeds paid for (10mbps down and 0.7 kb/s up) and right now Im getting 2MB DOWNLOAD SPEED. WHAT THE ####? They haven't helped me at all. It's been like this for 4 months. Please help me fix this. This is miserable. I cant do anything without waiting 30 seconds for it to load, and videosbuffer so much I dont even watch them anymore. I've tried everything. Please don't put rookie shit like "Restart the router" I've done that stuff a million times.

Well unfortunately you might want to investigate into other ISP's or use a Modem from an electronics store not one they gave you (assuming you are using one they gave you). Because if you are paying for 10Mbps Download YOU SHOULD BE RECEIVING 10 Mbps Download. You are paying for 10 Mbps and not getting it hence I say hopefully there are better ISP's in your area. ( I mean 10 Mbps DOWNLOAD from the Modem not from your Router to keep things clear). Although theoretically you should be getting 10 Mbps from your router as well.
