Horizontal lines on videos and games

Hi, I have windows 7 64 bit. monitor: aoc e2243fw2, graphics card: gtx 650. I have a problem when watching videos on Youtube and while playing games. Horizontal lines appear when camera moves fast in videos, or when there're fast movements in a game. I had this problem about 2 weeks. "The lines" don't have any color, they're just "cutting videos in half". The process goes like 0.5 seconds, but I still see it. I made a screenshot, it's not actual screenshot but it does like that (If you look closer you will notice lines that cut video). Has anyone ever had the problem like this? Can anyone suggest anything? Thanks. (Sorry for my English)

P.S. My drivers are up to date and I don't have any problem with operating system.

That explains a lot...

Right click on desktop => screen resolution => Advanced settings => Monitor Tab => (select) hide modes that this monitor cannot display => Set screen refresh rate to maximum possible.

If hide modes... is already selected, then just skip the before last step.

Then go to nVidia control panel and set everything to default.

I only have 60 hertz refresh rate. I've restored everythin in nvidia control panel, tried turning on vsyn, turning on triple buffering but it does the same thing. Even when I play 240p videos on youtube yet lines still appear.

It doesn't do the same thing when I move around a window.

Don't know why but, when i turned on aero theme problem solved.
