Have a Toshiba Copier Hard drive I have to wipe it and put firmware back on it. I can wipe but having some trouble installing

How do you mean put firmware back on it? You mean install HDD drivers into your PC to use the HDD? If so, the windows drivers work fine.

Would this "firmware" be an embedded operating system and/or file system for the copier?
