Does higher HDD Response Time results in Game Lag even When HDD is fast ??

So I have 2x HDD right now

WD Green 1TB
Toshiba 80GB Laptop HDD from 2006

I'm running everything on my WD Green Drive and my Toshiba is just for storage like my Doc files ect so When I try to play any Heavy Game like Battlefield 4 --- It stutters a lot so I moved the game into my Toshiba Drive and the Results were Better, Stuttering was almost gone....

I then downloaded Crystal Disk Mark and test the Sequential Read/Write Speed of 1000mb File on my both drive and while doing so I also opened a Task Manager to see the Average Response time of each drive --

WD Green
Read - 72.4 MB/s
Write - 70.6 MB/s
Average Response time - 700 to 1500ms and sometimes it peaked upto 2000ms

Toshiba
Read - 34.2 MB/s
Write - 31.6 MB/s
Average Response time - 400 to 700ms and sometimes peaked to 1200ms

So the Toshiba Drive is slow compared to my WD drive but still moving Battlefield 4 in it reduced my Stutters --- Can it be the problem due to the Response time of HDD because clearly the Read/Write speeds aren't..

I'm also considering to buy WD 1TB Black, can anyone tell me the Average Response time of those while testing Sequential Read/Write Speeds of a 1000mb file from Crystal Disk Mark ???

Solution
Higher response times, will mean lower performance, but the WD Greens @ 5400rpm are not designed for quick access but for efficiency and come with less cache, although it should be quicker than a laptop drives, as they run at 4200-5400rpm.

A WD Black will get data off the drive quicker, but I would go for an SSD and keep all your time critical game son it and use the WD Green for mass storage.

Thanks for reply, I'll get a WD Black then :) I won't buy SSD because I also need mass storage for my 500gb worth Games and as I live in India, The Internet speeds sucks here so that's why I can't delete any of them because it will take ages to download them again :)

Edit - If the Average Response time of a WD Green should be less than a Laptop Drive from 2006, Does that mean My drive is damaged ?
